As stated previously, I haven't received proof of reactivation, yet when I tried to log in, it asked for a password instead of stating the account no longer existed.

If in fact one of your email accounts was hacked before it was permanently deleted and it still exists, it would be highly unlikely you would be able to recover it after all this time since it probably would not contain information anymore that you could provide for the Microsoft Account Recovery form to compare to which is the only way to recover an existing account with one very important caveat If the account has not been accessed within the last one year period, the only way to gain access to the account is if you know the correct password.
